II. In this cartoon, it is hard to determine any abnormal characteristics of Abraham Lincoln. Although he may seem normal, I believe the author intended to make Lincoln look large like a giant in comparison with Columbia.
III. Underneath Lincoln's foot you see a signed proclamation calling for 500,000 more troops. Columbia on the left is demanding for those troops, her children, to be returned in an effort to stop the war. Here Lincoln responds by avoiding the request and tyring to make a joke.
